What Is an Employer of Record in Saudi Arabia and When Do You Need One?
An Employer of Record (EOR) lets a company hire employees in Saudi Arabia without first setting up its own local entity. The EOR becomes the legal employer on paper, while you direct the employee's daily work.
How an EOR works
The EOR holds the employment contract, sponsors the employee's work visa and iqama, runs payroll, and registers the employee with the government systems. You choose the person, set their role and manage their work.
- Employment contract under Saudi labor law
- Work visa and iqama sponsorship
- Monthly payroll paid through the wage protection system
- GOSI registration and contributions
- Records kept in Qiwa, Mudad and Muqeem
When an EOR makes sense
An EOR fits when you want to start hiring in the Kingdom quickly, test the market before committing to an entity, or employ a small team that does not justify a full company setup.
If you plan a large long term presence, setting up your own entity may be the better step later. Many companies start with an EOR and move employees to their own entity once it is ready.
What you stay responsible for
You still manage the employee's tasks, performance and working hours, and you fund salary and employment costs. The EOR handles the legal and administrative side so it stays compliant.
